Officials Submit Draft Decision on Increasing Quota of Female NPC Deputies

According to a draft decision submitted during China's annual "Two Sessions" meeting, the proportion of female deputies to the next National People's Congress (NPC) is set to increase.

Provisions of Draft Decision

China's Constitution, along with related laws, stipulates that the term of deputies to the 12th NPC will expire in March 2018. Accordingly, during the fifth session of the 12th NPC, lawmakers will decide the quota and election of deputies to the 13th congress.

The latest draft resolution regulates that deputies to the 13th NPC will be elected in January 2018 and the total number will be fewer than 3,000.

Wang Chen, vice chairperson and secretary-general of the 12th NPC Standing Committee has said the quota of deputies from various regions will remain steady.

Lü Wei, a member of the 12th NPC Standing Committee, said the reinforcement of the proportion of female deputies in the draft can be regarded as a significant effort to improve women's political engagement.

She said that female deputies currently play a vital role in the annual legislative session and their performances have shined through.

Central and local governments will focus on adjusting the proportion of female deputies at all levels in terms of nomination and election. Authorities should stress the cultivation of female officials and provide them with opportunities to make the most of their participation, say experts.

Since the proportion of female undergraduates and graduates is currently higher than men, Lü believed that in the future, more women will made contributions to the society along with increased educational attainments.

"However, there is still a long way to go," added Li.

According to another lawmaker, Xiao Yingzi, who is also the Party chief and secretary-general of the Municipal Committee in Qinzhou, south China's Guangxi Zhuang Autonomous Region, the draft indicated that the central government is greatly concerned about the improvement of women's employment and work conditions.

Xiao added that Party committees and governments at all levels in Guangxi held the key to adjusting the quota of female deputies to guarantee women's participation in political affairs.
